2003/2004 Twelve Point Unexcused, Absence, Truant, and Tardy Policy
Irregular attendance is one of the major constraints in maintaining a quality educational program for high school students. There is no more important variable than time spent on task in the classroom under the guidance of a professional educator. Attendance is taken every day in every classroom and students are required to be to class on time. Unexcused absences, truancies, and tardies are assigned a point value based on the following criteria:

1 point Unexcused Absence
Examples of unexcused absence include vacation, oversleeping, car trouble, driver test, out-of-town visitors, weddings, missed bus, personal/business reasons, out of gas, traffic citations.

2 points Truancy
Absent without permission, not clearing legitimate absence within three (3) school days, leaving campus during the school day without prior permission

1 point Tardy
A student who is not in his/her assigned seat when the bell rings is considered tardy.

During the semester a 6-12 point system is utilized to notify parents of students who are excessively absent and/or tardy. If a student reaches the point totals below for reasons other than an excused absence(s), the action noted will be taken:

6 points -Parent will be notified by letter from the Attendance Office.

12 points -Student will be placed on an attendance contract. Parent will be notified of the action and may discuss unique circumstances.

When a student obtains a total of 12 attendance/tardy points, a conference is held by the Assistant Principal/Supervision with the student. The student is placed on an attendance contract. The parent is informed of the action and provided with a copy of the contract. After a student is placed on an attendance contract all absences must be phoned into the Attendance Office by the parent/guardian on the day of the absence, as no notes will be accepted.

Contract violation: Student will be withdrawn from the class with a subsequent loss of credit and a letter grade of “F”. Parent will be notified by the Assistant Principal/Supervision’s Office.

Note: Total Attendance Policy does not replace but works in conjunction with the Unexcused Tardy Procedures Policy.


UNEXCUSED TARDY PROCEDURES POLICY

A student who is not in his/her assigned seat when the tardy bell rings is considered tardy. After 15 minutes, a student must check in to the Attendance office and receive a re-admit slip before going to class. A tardy student may be excused when the reasons for being tardy are beyond his/her control (illness, office business, returning from a medical appointment.) Due to excessive tardies to periods l and 2, we would like parents to call the attendance office the morning of the tardy if it is to be excused. The attendence office will not be accepting notes regarding tardies (*a student is considered tardy if he/she is less than l5 minutes late). Please remember that tardies are only excused for illness or medical appointments.

It is a reasonable expectation that in order for a learning activity to exist, students must arrive to class on time. Students who continually do not meet this expectation are considered to be in defiance of authority. To help insure that students arrive to all classes punctually, the following procedures have been established. These procedures are for unexcused tardies and directly involve the student, parent, teacher, and administration. Tardies are recorded every day in every class period. Tardies are assigned a point value.

1 point Unexcused tardy

Tardy Steps Action

1 Teacher notifies the student of the unexcused tardy.

2 Teacher notifies the student of the unexcused tardy.

3 Teacher assigns the student a detention.
A computerized letter is sent to the parents to notify them of the student’s status.

4 Administrator assigns the student to Saturday School after the teacher has notified the Administrator of the student’s 4th tardy by sending the student to the Supervision Office on a referral.

5 The student is placed on a Behavioral Contract which states that further unexcused tardies will constitute defiance of authority and will result in the actions outlined below. Parents are notified of the contract terms and invited to review the student’s records by the Assistant Principal/Supervision. (No need to send a referral; computer prints out the contract)

6 A “U” in citizenship is assigned to the student grade for the semester. Teacher notifies parents of student’s status by phone call or during a conference. (The teacher must notify the Administrator after three unsuccessful attempts to contact the parent within five working days. It then becomes the responsibility of the Administrator to contact the parent.)

7 The student’s grade is lowered one grade for the semester as specified by the Behavioral Contract. Parents are notified of this action by the teacher.

8 The 8th tardy violates the terms of the Behavioral Contract and constitutes further defiance of authority, and the student is dropped from the class with a “WF” and parents are notified. Please send student to the Assistant Principal/Supervision’s office on a referral.

It is the responsibility of the school to follow the procedures outlined above. The consequences of unexcused tardies will not be moved to the next step unless the action of the previous step has been verified.

Please note that one point is assigned for each classroom tardy. Tardy points will be counted as part of the district’s Attendance Policy (12 points). If a student exceeds the 12 point Attendance Policy in any class the student will be withdrawn from the class with a subsequent loss of credit and a letter grade of “F”. Parent will be notified by the Assistant Principal/Supervision Office.

ACADEMIC HONESTY

Students of the Saddleback Valley Unified School District are subject to an Ethics Policy which deals with students who cheat on tests or plagiarize assignments. All tests, quizzes, reports, homework, other assignments and any school related test

(i.e., CAHSEE, AP, STAR) are subject to this policy.

Cheating also includes looking at another student’s paper, taking credit for work that is not your own, or talking during an exam. Helping another student cheat on an exam, homework or other assignment is also a violation of the Ethics Policy if it has been made clear by the instructor that students are to work on their own and not collaborate.

Students who violate the Ethics Policy while taking major state and/or national examinations, such as SAT, PSAT, etc., will be removed from any and all extra class activities and elected or appointed leadership positions for the remainder for the school year.

The following action will be taken in regards to students in violations of this policy.

High School (Grades 9-12)

FIRST OFFENSE

1. Automatic “O” (Failure) on assignment or test.

2. Parent conference and contract signed.

3. Referral placed in student discipline file.

4. Student given a “U” in citizenship for the semester.

5. Placed on probation in all classes for the remainder of the semester and the entire next semester. Notification of student’s probationary status communicated to student’s current teachers.

6. If the student is a student aide, he/she will be dropped from the class with a Withdrawal-Failure (W/F) on the first offense.

SECOND OFFENSE (The second offense by the student during the period of probation)

1. Student assigned “F” in class for semester and “U” in citizenship and work habits in the class in which the second offense occurred. The student is removed from class and placed in the opportunity program.

2. Student remains on probation in all remaining classes through the rest of the semester and the entire next semester.

3. Parent conference.

4. Student removed from any and all elected or appointed leadership positions for the remainder of the school year.

THIRD OFFENSE (The third offense by the student during the period of probation)

1. Student dropped from any class in which violation occurs at high school level with a Withdrawal-Failure (W/F).

2. Student removed from all extracurricular activities for the remainder of the semester in which infraction occurred and one additional semester.

THIRD OFFENSE (The third offense by the student during the period of probation)

1. Automatic “O” (Failure) on assignment or test.

2. Trimester academic grade in the class where the third offense occurred will be lowered by one grade level. Student assigned “U” in citizenship and work habits in the class for the trimester in which the third offense occurred.

3. Student may be transferred from the class.

4. Referral placed in student discipline file.

5. Parent conference.

6. Student placed on out-of-school (home) suspension.

Students who wish to appeal these penalties may do so to the local site Ethics Committee. This committee is composed of four members, two teachers, an administrator, and a student. The student committee member will have an advisory vote. The accused student must file a written appeal within ten working days from the date of infraction.

2003/2004 Dress Code

El Toro High School recognizes its obligation to provide an educational environment, which will prepare students for responsibilities necessary for a successful and productive adult life. While on campus or at a school sponsored event, students shall be dressed and groomed in a manner which reflects good taste and decency and will not detract from or interfere with the educational environment, instructional program, general morale, image or safety of the school. All dress must be modest, neat, and clean. Students should follow these guidelines. This list is not intended to be an all-inclusive list.

The following is NOT permitted:

l. Clothing which displays gang insignia or which could reasonably be construed as gang-related, including but not limited to initialized belt buckles, dangling belts below the waist level, trench coats, pants not worn at waist level, or which are sagging or oversized, bandannas, or hair nets. Any combination of clothing which law enforcement agencies currently considers gang related is prohibited.

2. Clothing which is obscene, libelous, and slanderous or which causes a substantial disruption of the orderly operation of the campus. These could include references by words, symbols or graphic, alcohol or tobacco products, drugs or violence, or which displays sexual references, sexist, racist or vulgar messages.

3. Clothing, accessories, and/or personal items that could be used as weapons, such as spiked wrist/ankle bands, spiked or oversized jewelry, or wallet chains.

4. Clothing that disrupts the orderly operation of the campus by being too revealing, including but not limited to strapless/off-the-shoulder, spaghetti or clear strapped tops, halter tops, tube tops, clothing that is too tight or sheer, clothing that exposes the bare back or midriff, shorts or skirts of inappropriate length or clothing which does not cover undergarments at all times.

Consequences for Dress Code violation:
First offense-Detention

Second offense-Saturday School

Third offense-Suspended two days

Fourth offense-Suspended three days

Fifth offense-As determined by administration

This dress code reflects El Toro’s standards as determined by administrators, teachers, support staff, parents and students through a collaborative process and in accordance with Education Code Sections 35183 and 35294.2.

2003/2004 Period 1 Policy
(Parents: Please read with your students)

It is imperative to have students to class on time and in class on a consistent basis in order for a learning activity to exist. This notice is directly related to Period l which runs from 7:07 – 8:02 a.m. There has been a concern in the past with students arriving tardy to class and having inconsistent attendance. There have been some justifiable reasons for this, such as doctor and dental appointments as well as illness. The problem that has existed, on the other hand, is the student getting up late and missing class or arriving late. Getting to class is the responsibility of the student. A student will not be eligible to register in a Period l class if the following occurs:

1. Student has a combined total of l5 absences/tardies to Period l class in a given semester. (Example: 8 absences; 7 tardies).

2. Student has been withdrawn from the class due to a tardy or attendance contract violation.

3. Student is placed on a l2-point attendance contract for first period that is inclusive of unexcused and/or truancy or has been withdrawn from the class due to contract violation.

OR

1. Student has a combined total of l5 absences/tardies to Period 2 class in a given semester.

2. Student has been dropped from period 2 class due to a tardy or attendance contract violation.

3. Student is placed on a l2-point attendance contract for second period that is inclusive of unexcused and/or truancy or has been withdrawn from the class due to contract violation.

A student who violates any of the above mentioned for Period 1 or Period 2, may not enroll in a Period 1 class for the following semester. If there are no attendance concerns for Period 1 or Period 2 during this probationary period (semester), the student will be given an opportunity to re-enroll in a Period 1 class after one semester of probation. Attendance during our Period 1 is a privilege, not a right.

2003/2004 General Discipline

We at El Toro High School are very proud of the way our students have conducted themselves in the past. Knowing and abiding by the following school and district policies will ensure the continuance of an appropriate learning atmosphere for all students. We want to thank you for your cooperation and support in promoting a safe and positive school climate.

A. Expectations of Student
1. Behave in a respectful manner towards school staff and fellow students.

2. Attend all classes and be in the classroom before the tardy bell rings.

B. Boundaries
The following areas are considered out-of-bounds during school hours (except when with a class).

l. Athletic areas (basketball, handball courts) and playing fields

2. Parking lots

3. Outside any gates on campus

C. Leaving Campus
El Toro High School is a closed campus. If a student needs to leave campus before the end of the student’s last class, he/she must check out through the Attendance Office PRIOR to leaving. You must bring a note from your parent/guardian before leaving the school grounds or the parent/guardian may phone the attendance office; but the student must still pick up an early dismissal slip before leaving campus. Violating this policy may result in a Saturday School assignment or consequence designated by the school administration. If llth & l2th grade students leave at lunch and do not return to class, they MUST have a parent call that day or it will be considered a truant.

D. Lunch Policy
1. 9th and 10th Grade students MAY NOT leave campus at lunch. Saturday School will be assigned on the first incident. Repeat incidents will lead to suspension.

2. 11th and 12th Grade students may leave campus at lunch with school I. D. in their possession. An 11th or 12th grader who takes a 9th or 10th grader off campus at lunch will receive Saturday School. Without ID cards, 11th & 12th grade students are not allowed to leave. Violation means Saturday School and could lead to suspension.

3. Defiance of the lunch policy will result in Saturday School for the first offense. A second offense will result in an in-house suspension. Continued leaving will mean home suspension.

E. Closed Snack
1. No leaving campus or being in the out-of-bound areas at snack. Saturday School is assigned for violating the policy. Repeat violations will result in suspension.

2. Student parking lot is out-of-bounds (cars are not to be used as book lockers). Students are subjected to Saturday School assignment.

F. Traffic and Parking on Campus
1. 9th/10th Grade students are not allowed to drive/park on school property.

2. Students must park in marked stalls only and MAY NOT park in stalls designated for staff, visitors, and handicapped. Students must have parking hangers.

3. Speed limit in the parking lots is 5 miles per hour.

4. Violators will be issued citations by the Orange County Sheriff’s Department.

5. Reckless driving may result in the student losing driving privileges to school, suspension, or expulsion.

G. Bikes – are not to be ridden on the school grounds and are to be parked in designated areas. Bike racks are available between the 400/500 buildings.

H. Skateboards, balloons, water guns, and other objects of no reasonable use at school are not permitted on the campus. If confiscated, items will be returned to parents only.

I. Hall Passes – Students must not be out of the classroom during class time unless they possess a hall pass. Students are not allowed in restrooms during class time without a pass or note from the teacher.

J. Telephones and vending machines – Using a pay phone or a snack/beverage machine during class time is not permitted. First offense: detention, second offense: detention, third offense: Saturday school, fourth offense: in-house suspension. Emergency calls can be made in the office. Snack and beverage machines are to be used at snack, lunch and/or after school.

K. I. D. Cards – Every student is given an I. D. card. It must be carried during school hours and for school activities, ASB purchases and for library privileges. Replacements are available at ASB for $l0.00.

L. Lockers
1. For the convenience of our students, book lockers will be assigned during Bullring in August and the first week of school. The Assistant Principal’s Secretary will help you with book locker problems; whereas your P. E. teacher or locker room attendant will issue and handle problems in P. E.

2. Lockers are subject to search by school officials whenever there is reason to believe that they may contain drugs, alcohol, weapons, stolen property or any other dangerous or illegal objects.

3. Student are reminded that the School District is not financially responsible for lost, stolen, missing personal property, or school textbooks/materials.

M. Suspendable and Expellable Offenses
1. Defiance of Authority – Students must comply immediately with all reasonable demands of any staff member.

2. Use of Profanity – Offenders who use profanity anywhere on school grounds or at school related activities will be subjected to after school detention, suspension off campus, in-house suspension, Saturday School, or other disciplinary action determined by the administration. If profanity is directed at a teacher in the classroom, the student will be removed from the class with a “WF” for the duration of the semester and not receive academic credit for the course. If profanity is directed toward any staff member the student will be suspended from school.

3. Fighting – Students who fight or threaten to cause bodily harm through intimidation or harassment will be suspended up to a five (5) day period and may be referred for school transfer/expulsion.

4. Drug/Alcohol – Use or possession of drugs/alcohol or drug paraphernalia is never permitted at school or any school activities. Coming to school or any school events under the influence will also result in an immediate five (5) day suspension from school and will be referred to the District committee for expulsion.

5. Tobacco – Use or possession of tobacco is a suspendable offense. Repeated violations may result in school transfer/expulsion. This includes chewing tobacco as well. Any student who is caught with possession of tobacco will receive one (l) Saturday School and one (l) day In-House Suspension for a repeat violation.

6. Theft/Vandalism/Extortion – Students involved will be suspended and may be referred to the police and to the school district for expulsion. Students will be required to pay for any damages.

7. Firearms/Knives/Explosives – The use or possession of any weapon or explosives (including firecrackers) is mandatorily a suspendable and an expellable offense. All students who bring/have any dangerous objects will be referred for expulsion. Students with knowledge of another student possessing a weapon or other dangerous object will also be referred for expulsion. Replicas or look alike weapons are not permitted as well.

8. Sexual Harassment – A student in grades 9-12 may be suspended or expelled from school if it is determined that the pupil has committed sexual harassment.

9. Harrassment – El Toro High School believes that all students have a right to attend a school that is safe and secure. To that end, the District, schools, and community have an obligation to promote mutual respect and safe and harmonious relations that support human dignity and equality. El Toro High School will not tolerate any gestures, comments, threats or actions, written, verbal, or physical, which cause, or threaten to cause or are likely to cause, bodily harm or personal degradation. These actions will not be tolerated on any District campus or at any school activity whether on or off campus. Student found to be in violation of this policy will be subject to suspension and/or expulsion or other disciplinary methods as deemed appropriate by the Superintendent, school principal, or designee and as provided in the Education Code 48900.

N. Saturday School Information - Students who have behavioral concerns and/or are truant from three (3) or more class periods in a given day from school or received a fourth tardy to a class will be assigned Saturday School. Any student who does not attend Saturday School other than for illness or an emergency will be assigned two (2) additional Saturday Schools and one (l) In-House Suspension day. If a student is tardy to Saturday School they will not be permitted to attend Saturday School and will face the same consequences. Students must bring enough work to last the four hour time period. Without work, a student may be sent home for no credit which will mean additional Saturday schools and In-house suspension assigned. It is the parent’s responsibility to notify the Assistant Principal by telephone or note on the following Monday if the child is absent from Saturday School before the child’s first period of the day starts!

COMMUNICATIONS TO STUDENTS – In order to maintain an appropriate and uninterrupted learning environment, please make contingency plans with your student to pick up lunches or items left at home at the front counter of the main office. Also, make arrangements ahead of time if you are unable to provide your student with a ride home. We do not relay phone messages to students except in the case of an emergency (death in the family, etc.). In such an emergency, the message will be delivered to the student by the receptionist. Please remind students of doctor and other appointments and transportation arrangements before the student leaves home in the morning. NO STUDENT WILL BE RELEASED OVER THE TELEPHONE. A PARENT MUST COME IN AND SIGN THE STUDENT OUT OF SCHOOL.

AFTER SCHOOL DETENTION is held Monday through Thursday in Room 807 (l:l5, 2:l5, 3:l5 p.m.) and Fridays (l:l5, 2:l5 p.m.). Bring school work, books, and supplies. If you arrive without work, you won’t be admitted. If you sleep, talk, or waste time, you will be sent home and the teacher will assign two hours of detention. If you miss after school detention for an unexcused reason (transportation problem, working, band/athletic competition, or just deciding not to attend), you will be assigned two hours of after school detention. Failure to serve either or both of the additional assigned hours will mean Saturday School. THERE IS NO LUNCH DETENTION!


HOMEWORK

1. Students shall be allowed to complete all assignments and tests missed which can be reasonably provided during an excused absence. This includes independent study contracts.

2. Students may be allowed to complete school work missed during an unexcused absence at the discretion of the classroom teacher.

3. Students will not be allowed to make up work missed during a truancy. Home suspension work is at the discretion of the classroom teacher.

4. The student has the responsibility to make arrangements with the classroom teacher for make-up work. Upon parent request, the classroom teacher will provide information on make-up during the student absence in a reasonable and timely manner. The teacher will use the following make-up schedule in determining the minimal amount of time the student will be allowed for make-up assignments:

a. Work assigned or tests given during an absence: A student will be allowed two (2) days for each day of absence to make up assignments and/or tests given during the period of absence. However, the student whose first day of absence is the day of the test will take the test on the day he/she returns to class. Additional time may be given at the classroom teacher’s discretion.

b. Work assigned following an absence: Assignments made prior to an absence will be given no additional time but are due on the day the student returns to class. Additional time may be given at the classroom teacher’s discretion. The exception to this rule is the high school long term project which will be due on the original due date when advance notice of the due date has been given by the classroom teacher.

c. Lab Practicum missed during the period of an absence: Classroom lab-type activity assignments shall be made up through individual arrangement with the classroom teacher. Arrangements for a make-up activity shall be made within two (2) days of a student’s return to school.

2004/2005 Locker Policy
Students must purchase locks from the student store for both street and PE lockers. These are high quality, durable locks that have discouraged the amount of break-ins.

All students are held financially accountable for replacement of their lost or stolen textbooks unless we can determine the perpetrator. We encourage all students to take home textbooks from their lockers at the end of each school day and especially on weekends and vacations.

2003/2004 Medications Policy
If absolutely necessary to administer at school, all the following conditions must be met:

1) A written statement from physician

2) A signed parent form on file at school for each medication

3) Medication delivered by parent and in original container

4) Appropriate measuring devise.
